nitiated in 1982, the CELAVAR is a coordination of 14 national and voluntary networks that contribute to the animation, the training and the local development of rural environment.
A Charter signed by its members defines the objectives of the CELAVAR :
- To favor the study of problems specifically linked with agricultural and rural voluntary organisations,
- To enable initiatives of thought and exchange about issues of general interest,
- To support the organization and dialog of agricultural and rural voluntary organisations, and their representation within related structures and institutions as well as within public authorities.
14 national unions or federations are members of the CELAVAR. In rural environment, these 14 national networks represent: 600 regional or departmental voluntary organisations and 30 000 local voluntary organisations. The members of the CELAVAR and their local voluntary organisations employ close to 50 000 people for their varied social, cultural, environmental and economical activities in rural environment.

The CELAVAR works with its members on common topics:
- Dialog between voluntary associations and territories,
- Jobs and activities creation in rural environment,
- European cooperation.
- Pilotage d’une commission permanente sur la création d’activités et d’emplois en milieu rural (instance permanente et de capitalisation)
- Le CELAVAR a déposé une demande de financement Fonds Social Européen au titre des actions innovantes transnationales sur la création d’activités et d’emplois sur les territoires ruraux.
- Le CELAVAR mène un travail de diffusion d’information sur le « micro crédit social » (avec la Caisse des Dépôts et Consignations)
- Le CELAVAR mène un chantier de capitalisation sur les service à la personne en milieu rural.
